Committee OKs Expansion of Debt-Free Community College Program to Include State Universities

State Sen. Derek Slap, D-West Hartford, who co-chairs the committee, said the program would take a ‘last-dollar approach,’ which is designed to cover tuition costs left over after financial aid and the family contribution have been applied.

The Higher Education and Employment Advancement Committee on Thursday approved a bill to expand the debt-free community college program to include state universities within the Connecticut State University System.

The legislation, House Bill 6885, would allow those who were offered the Mary Ann Handley Award (MAHA), formerly known as PACT, to transfer to a state university within the CSU system – Eastern, Central, Western, and Southern – while still having access to the program, said Rep. Gregg Haddad, D-Mansfield, co-chair of the committee.
