CT Senate Passes Emergency Certification Bills Amid Debate Over Process, Immigration, Special Ed Funding

The Connecticut Senate met for several hours Tuesday to debate a pair of emergency certification bills – House Bills 7066 and 7067 – that had passed the House the previous evening. Tuesday’s session reflected many of the same viewpoints and arguments previously voiced in the House.
HB 7066 outlines policies on school personnel interactions with federal immigration authorities, restricts the use of drones made in China for state contract work, provides grants for nonprofit organizations, and addresses student-athlete compensation. HB 7067 creates an emergency certificate of need process for hospital ownership transfers, revises motor vehicle property tax assessments, expands property tax exemptions for disabled veterans, updates municipal grand lists, and increases funding for the special education excess cost grant.
State Sen. Derek Slap, D-West Hartford, joined the Senate in its approval of a $40 million injection of state funding to support special education in towns and cities across the state. This new investment comes as an acknowledgment of the vital nature of special education in Connecticut communities and the increasing cost of providing those services in recent years. Legislators seek to further support special education in the state to lower costs and strengthen services later in this year’s legislative session.
