Lamont Budget Proposal: Over $500M In Tax Cuts, 3.5% Spending Increase

Gov. Ned Lamont offered the state legislature on Wednesday a budget proposal that would spend more than $50.5 billion over two years, lock in fiscal guardrails for another decade, and adopt a historic reduction in the state income tax.
The budget package, the first of Lamont’s second term in office, will serve as a starting point for negotiations with the state’s Democratic-controlled General Assembly. Together, the two branches of government will be expected to approve a budget for the next biennium before the legislature adjourns in June.
For the current fiscal year, West Harford received a total of $31,077,359 in aid from the state, with a large share of that coming from Educational Cost Sharing funds. The budget proposed by the governor increases West Hartford’s ECS allocation by $774,896 in each of the next two fiscal years, with the town’s the total proposed statutory aid for FY24 would increasing by $1,340,156.
The governor’s proposed budget also includes an increase in West Hartford’s PILOT allocation of $162,896 for FY24, and increases the town’s motor vehicle tax reimbursement by $404,679. Other than a roughly $2,000 decrease in the adult education allocation, the remainder of West Hartford’s statutory aid is projected to remain unchanged from the amount received in the current fiscal year.
