At this time of year, legislators regularly hear from lobbyists.

But sometimes the voices legislators most need to hear from are absent, according to state Rep. Jillian Gilchrest, D-West Hartford.

“When we’re talking about issues that impact families, it’s [impractical] to hear from them,” Gilchrest said.
