A Windham solar project being spearheaded by West Hartford’s Very has collided with $26M interconnection wall and a broken process.

What began as a model of municipal innovation may now stand as a cautionary tale.

In late 2022, the town of Windham, Connecticut, set out to transform a closed landfill into a 975-kilowatt solar farm – clean energy atop waste, a literal conversion of past liabilities into future assets.

Spearheaded by Verogy, a West Hartford–based solar developer, the project promised renewable power for municipal buildings, significant taxpayer savings, and a measurable reduction in the town’s carbon footprint.
