West Hartford Grand List Grows by $81.5 Million

West Hartford’s 2025 Grand List grew by 1.1%, the highest percentage outside of revaluation in the past several years.

The 2025 Grand List has been finalized and submitted to Town Manager Rick Ledwith by Director of Assessments Joseph Dakers, and indicates an overall increase of $81,598,135 or 1.1%, and increases across the board in real and personal property as well as in motor vehicle values in comparison to the 2024 Grand List.

“West Hartford’s 2025 Grand List reflects steady, sustainable growth across our community,” Mayor Shari Cantor said in a statement.

The 2025 Town of West Hartford Grand List, effective Oct. 1, 2025, which prior to action by the Board off Assessment Appeals totals $7,370,255,222 of net assessed value, was finalized in accordance with Connecticut General Statutes and reflects all changes in ownership and valuation, and will become the basis for taxation for Fiscal Year 2027, which begins July 1, 2026.

The 2025 Real Property list shows an increase of $45,640,104, or 0.7% over the prior year. In his transmittal letter, Dakers noted that results this year are consistent with the past year, with the growth driven by commercial properties under development. “Several properties referenced in last year’s report are nearing completion, and their continued progress is meaningfully contributing to the overall expansion of the grand list.”

Those properties include The Byline, the 48-unit mixed use development at 920 Farmington Avenue and 172 residential units at One West Hartford (950 Trout Brook Drive) – both of which had substantial value included as of Oct. 1, 2025, but will be fully included as of the next Grand List calculation. In addition, the 295-unit One Park Road apartment complex is now in the sixth year of a 10-year abatement agreement and will reflect higher values each year. Site improvements at 1360 Trout Brook Drive are currently reflected in the Grand List, but as Garden Homes continues development of 322 apartment units in four buildings on the eastern portion of the former UConn campus property, it will further impact the Real Property list.

Also contributing to the Real Property list growth for 2025 were renovations and additions to commercial property, and residential renovation activity undertaken by homeowners including additions, finishing of attics and basements, and other substantial improvements to property. Several new single-family homes as well as condominiums at 11 Gledhill Lane and 2 Lilac Terrace have also added to real property values.

The Personal Property list grew by $9,711,130, or 3.9%, with the total now $259,323,593. That total reflects both the value of property related to businesses with physical locations in town, or businesses that lease, loan, or rent furniture, fixtures, and equipment (FF&E) to a business in town, and the value fluctuates due to openings, closings, and relocations, according to Dakers’ memo.

The current census is 2,761 businesses, an increase of 59 over the previous year. “Local businesses continue to demonstrate strong capital investment, with new acquisitions of FF&E outpacing annual depreciation,” Dakers noted.

“Ongoing commercial development, continued investment in our business properties, and significant residential renovation activity all demonstrate confidence in West Hartford’s future,” Cantor said. “This balanced growth strengthens our tax base while reinforcing the quality of life that makes our town such a desirable place to live, work, and invest.”

The Motor Vehicle list also recording substantial growth in the past year, increasing by $26,246,901, or 4.4%. According to Dakers, the growth is attributable to 482 additional registered vehicles, as well as because assessed values of newly registered vehicles exceeded the values of those removed from the list.

Effective with the 2024 Grand List, the state moved to use of the Manufacturer’s Suggested Retail Price (MSRP) as the methodology for valuing motor vehicles. “For vehicles appearing on both the 2024 and 2025 lists, assessed values declined in accordance with the newly codified state-wide depreciation schedule. Despite these legislative changes, the overall increase in the Motor Vehicle Grand List remains consistent with the town’s 10-year average annual growth trend,” officials noted.

Overall, West Hartford’s highest taxpayer for 2025 is Connecticut Light & Power, now known as Eversource, valued at $66,105,420. Other top taxpayers include Blue Back Capital Partners LLC at $51,277,170; the Corbin’s Corner property at 1459 New Britain Ave. valued at $46,119,003; Westfarms, valued at $44,100,000; and Bishops Corner SC LLC (Albany and North Main) at $42,897,890.

Rounding out the top-10 taxpayers are Town Center West Associates (29 South Main St.) at $29,513,910; Steele Road LLC (243 Steele Rd.) valued at $28,583,040; ALNIC LLC (property occupied by Whole Foods at 50 Raymond Rd.), valued at $23,128,910; West Hartford Partners LLC (950 Trout Brook Drive), valued at $22,998,830; and ER West Hartford LLC (apartment complex at 1248 Farmington Ave.), valued at $21,134,370.

Preparation of the Grand List is one of the steps in the town’s budgeting process, and reflects the property values to which the mill rate applies. The current mill rate, as adopted by the Town Council in April 2025, is 44.78 mills for real and personal property, and for vehicles the mill rate is the state cap of 32.46 mills.

West Hartford’s budget for 2026-2027 (FY27) is scheduled to be submitted to the Town Council on March 10, 2026, and adopted in late April.
