West Hartford Police Make Multiple Felony Arrests, Recover Stolen Car During Enforcement Operation

The West Hartford Police Community Support Unit and Detective Division conducted an enforcement effort on Feb. 4, 2026.

The West Hartford Police Department’s Patrol Division and Community Support Unit (CSU) conducted an enforcement operation targeting street level offenses and warrant services on Wednesday, Feb. 4, arresting multiple people for a range of offenses and recovering a stolen vehicle.

According to Capt. Aaron Vafiades, during the enforcement effort a West Hartford Police Department Detective spotted a vehicle that had been reported stolen from New Britain. Both the driver and occupant fled from police, but were apprehended after a foot chase by police.

Police said the driver of the stolen car, Javeon Zymell Stevens Christopher, 21, of Waterbury, was a deadly weapons offender out on parole. According to online court documents, he had been sentenced to 10 years in prison, suspended after five years, for in a 2021 incident of attempted first-degree assault.

Police said Christopher also had an active warrant from Connecticut State Police Troop A for first-degree escape, and an active warrant for second-degree failure to appear. He was remanded to custody and picked up by the Department of Corrections Parole Fugitive Unit, Vafiades said.

Police said the passenger, Raymond Perez, 21, of New Britain, was also a deadly weapons offender on parole. Online court records indicate that Perez had been charged with carrying a pistol without a permit and possession of narcotics with intent to sell in 2025, and sentenced to five years in prison, suspended after a year. Police found him with 57.5 grams of marijuana on his person, and he was also remanded to custody by the DOC Parole Fugitive Unit.

Both Christopher and Perez also also now face charges in connection with the stolen vehicle and interfering with police.

Overall, Wednesday’s enforcement operation yielded four felony arrests, three misdemeanor arrests, two male parties remanded to custody by the DOC Parole Fugitive Unit, one failure to appear warrant served, one other agency arrest warrant served, the arrest of the two adult males for engaging in pursuit, the arrest of an adult male on charges of possession of narcotics with intent to sell, and the recovery of the stolen vehicle.
