The project to modernize the elevators and escalators in West Hartford’s Memorial and Isham garages has been underway since December 2025.

The Town of West Hartford’s garage restoration and modernization program continues to make significant progress at Memorial Garage and Isham Garage in Blue Back Square.

Structural restoration work at Memorial Garage is expected to wrap up in early September. Improvements completed throughout the summer and as part of the final phase of work include concrete and joint repairs, drainage improvements, expansion joint replacement, new fireproofing on the lower level, and repairs to exterior stair towers and windows.

Significant improvements have also been made at the garage entrance and exit, including widening of the outer lanes for easier vehicle maneuverability, new waterproof membrane coatings, joint repairs, new speed humps, and traffic delineator posts. At the roof level, improvements to the elevator and stairwell entrances include concrete repairs, replacement doors, frames and windows, along with new louvered windows at the stairwell to improve ventilation.

Following Labor Day, structural restoration activities will begin transitioning to the Isham Garage parking decks for the remainder of the fall. Work will be completed in phases to limit impacts on parking and will include concrete repairs, joint and sealant replacement, expansion joint repairs, and drainage improvements.

On the modernization side, the Memorial Garage lower-level escalators is substantially complete and awaiting final State inspection. The next phase, involving the escalators serving Levels 2 and 3, is scheduled to begin in October 2026.

Planning and coordination also continue for the Webster Walk elevator modernization project. Additional coordination has been necessary due to the elevator’s proximity to adjacent tenant spaces. Construction will begin once final plans, logistics, and access requirements are completed.

The town sincerely appreciates the public’s continued patience and cooperation throughout these projects. We recognize that construction of this scale can be disruptive and, at times, inconvenient for those who rely on our parking facilities each day. We are grateful for the understanding and flexibility of our residents, visitors, businesses, and employees as work progresses. These improvements represent an important long-term investment in the safety, reliability, accessibility, and overall condition of West Hartford’s municipal parking facilities.
