A tractor trailer overturned in West Hartford early Monday morning, snarling traffic and scattering some of its contents onto the highway – including onto the westbound Exit 42 ramp from I-84 – but in addition to dealing with the crash, which was on I-84 east, Connecticut State Police have charged an Andover man for driving the wrong way on the Trout Brook Drive ramp and leaving the scene with items in his possession that had fallen out of the truck.
In a news release, police said that at approximately 5:22 a.m. on April 7, dispatchers from Troop H in Hartford were alerted by the wrong-way detection system that there was a vehicle headed the wrong way on the I-84 Exit 42 westbound off-ramp.
Surveillance images revealed a vehicle that was backing up the off-ramp, headed in the wrong direction, and they also observed an individual exit the vehicle, walk to the scene of the crash, and pick up items that had been strewn on the ground following the roll-over of the tractor trailer.
Troopers were able to quickly locate the vehicle that had been seen on camera, and identified the driver as Marcus King, 51, of Andover.

King had several items in his possession that did not belong to him, and were from the rolled-over truck, police said.
King was arrested without incident, and has been charged with driving the wrong way on a limited-access highway, negligent pedestrian on a highway, and fourth-degree larceny.
He was released on a $10,000 bond and is scheduled to appear at Hartford Superior Court on April 30.
